The Amyothar Hluttaw (Upper House of Myanmar Parliament) has passed the Trademark Law, Industrial Design Law, Patent Law and Copyright Law on February 15, 2018. They will now be submitted to Pyithu Hluttaw (Lower House) and Pyidaungsu Hluttaw (Assembly of the Union), before the Pyidaungsu Hluttaw submit them to the the President Office for signature. The laws should be enacted in June 2018.

工業所有権四法関連では次のとおり。
特許法等の一部改正
中小企業が知財を戦略的に活用しやすい環境を整備するため、全ての中小企業を対象に特許料等を半減する制度を導入します。
裁判所が書類提出命令を出すに際して、非公開で書類の必要性を判断できるようにするとともに、特許庁における判定制度の関係書類に営業秘密が記載されている場合にその書類の閲覧を制限できるようにするなど、知財紛争の処理に関する手続を充実させます。
特許出願等における新規性喪失の例外期間の延長、特許料等のクレジットカード納付制度の導入、意匠の優先権書類のオンライン交換制度の導入、商標出願手続の適正化を措置します。
弁理士法の一部改正
弁理士の業務に、データの利活用やJIS等の規格の案の作成に関して知財の観点から支援する業務を追加します。
商標出願手続の適正化
第十条（商標登録出願の分割）
商標登録出願人は、商標登録出願が審査、審判若しくは再審に係属している場合又は商標登録出願についての拒絶をすべき旨の審決に対する訴えが裁判所に係属している場合であって、かつ、当該商標登録出願について第七十六条第二項の規定により納付すべき手数料を納付している場合に限り、二以上の商品又は役務を指定商品又は指定役務とする商標登録出願の一部を一又は二以上の新たな商標登録出願とすることができる。
商標登録出願で出願料を払わずに分割で出願を延命させることはできなくなりそうです。

著作権の管轄は文化庁だと思いますが、著作権関連のYoutube動画は本省の文部科学省と合わせても、文化庁長官が0:46あたりでラップ調に踊り現れるこの動画ぐらいです。他国政府の著作権に対する啓蒙活動に比べて質、量ともにお寒い感じは否めないところでJASRACの力が強すぎるのではと考える次第です。日本に米国のJustice Department Anti-trust div.があれば、JASRACはとっくにいくつかに分割されているものと思います。天下り先なんでしょうか？
