Thailand joins Madrid system

On August 7, 2017, the Government of Thailand deposited its instrument of accession to the Madrid Protocol with WIPO’s Director General, making Thailand the 99th member of the Madrid System.  The Protocol will enter into force for Thailand on November 7, 2017.

ＵＰＯＶ（ユポフ）条約は1968年に発効し、締約国は全世界で78カ国・地域（ＥＵ及びOAPIを含む）です。９１年条約の締約国は、１０年以内に全植物を保護対象とする義務があります。日本は１９９８年１２月に９１年条約を締結、中国は１９９９年４月に７８年条約を締結、韓国は２００２年１月に９１年条約を締結、シンガポールは２００４年７月に９１年条約を締結、ベトナムは２００６年１２月に９１年条約を締結という流れになっています。

The Global Brand Database now includes  includes the national collection of Chile with over 432,000 new records that were filed after 2005. This brings to 34 the number of national offices whose data is available in the Global Brand Database.

弁護士業や弁理士業もAI（人工知能）によって変革を迫られていることは間違いないところで、単純な事務作業は、5年後、10年後は技術の進展の影響を受けることは間違いないところでしょう。特許分野における翻訳作業も頭で訳文を考える部分とその文章をタイピングする部分に分けることができるため、文章をタイピングする部分をAI化するだけでも、大幅に事務作業を効率化することができそうです。WIPOのガリー長官も特に中国語と英語のAIによる翻訳作業は進んでいるとのコメントがあり、逆に日本語もAIの波に取り残されないようにすることも大事かと思われます。

商標制度でも各国のシステムはマイログイン化を推し進めており、更新の管理などは事務所側や管理会社での仕事から、いくつかの他国では政府機関からのお知らせを自動車免許の更新のように商標権者等が自分で受け取れるシステムに移行しております。かつて特許庁のシステムも世界に先駆けて電子化を進めたのは、良かったと思いますが、そこからはコンピューター技術の先端を行くようにはサービスを提供できておらず、他国のシステムの先進性が最近は目立つところと思います。
